
Blake Thomas
Blake Thomas is general counsel for the North Carolina Office of State Human Resources (OSHR), where he leads all legal matters and advises Director Meyer.
Over the course of his career at OSHR, Blake developed new policies and procedures that allow North Carolina’s state agencies to gain more flexibility in setting salaries to meet hiring competition. He also helped enact new authority for retention and sign-on bonuses and worked collaboratively to adopt the state’s new information technology system, to help modernize human resources.
Blake began his career as a civil litigator at the firm of Robinson, Bradshaw & Hinson. After joining the state government workforce, he served as deputy general counsel for the North Carolina Department of State Treasurer and deputy general counsel for the North Carolina Attorney General’s Office.
