About Learning and Development

The OSHR Learning and Development (L&D) Division provides training courses and programs designed for North Carolina public sector managers, supervisors, Human Resources professionals and employees who want to increase their knowledge and skills and become more productive and effective. The Learning and Development staff are also available to design and deliver training workshops to meet an agency's specific business needs. In addition to training, the staff provides services such as facilitation, needs assessment, organizational development and course design consultation/customization.

Academic Assistance Program

The academic assistance program provides reimbursement of approved academic costs for eligible state employees if funds are available at the agency level and/or time off the job if the course is available only during working hours. Each State agency is delegated responsibility for, and authority to, administer the academic assistance program within the provisions of the state-wide policy in a fair, consistent and equitable manner.

Training is only available to North Carolina public sector employees. All participants must obtain their supervisor's approval and, in some cases, inform the agency or institution training coordinator before signing up for training. Training is conducted at various locations around the state. Be sure to check the location before traveling to attend a training.

Available courses, along with descriptions and schedules, are accessible to State of North Carolina employees via the NC Learning Center.

On occasion, training sessions may be cancelled or rescheduled due to a variety of reasons including adverse weather. Every attempt will be made to contact registered participants via email when this occurs.

If an employee is unable to attend a training session as scheduled, L&D asks they log into the NC Learning Center and withdraw from that session and register for another session that better meets their schedule.

For current full-time employees of the Judicial Branch, Council of State, and Cabinet Agencies

While several in-person classes are held at 333 Fayetteville Street, Raleigh NC 27601, many are elsewhere. Make sure to check the NC Learning Center for the location of the in-person class you have registered for before you travel for the training.
