Kristen Bierline

Chief Deputy

Kristen Bierline is chief deputy for the N.C. Office of State Human Resources (OSHR).  

Kristen oversees all HR functional areas of OSHR, supports agency partnerships, and assists the Director with other strategic priorities. As a strategic leader, she specializes in optimizing HR initiatives that align with organizational goals and enhance employee experience.  

Kristen previously served as the chief human resources officer for the N.C. Department of Justice since 2017, where she led human resources strategy, talent management, employee engagement, and organizational development.  

Kristen is currently pursuing a master's in public administration at North Carolina State University, holds a bachelor’s in apparel and textiles with a minor in business from East Carolina University.  

Throughout her career, Kristen has led transformative initiatives to enhance employee retention and establish HR committees at state and national levels. As a Senior Certified Professional through the Society for Human Resource Management and Certified Public Manager, Kristen is passionate about cultivating organizational cultures that attract and retain top talent, positioning North Carolina for future success.

Kristen is an avid NCSU fan, a mother of two boys, and has a house full of pets. In her spare time, Kristen loves to volunteer within the community.
