Tammy Penny

Tammy Penny is Special Advisor to Director Meyer and  serves as advisor for the implementation of the state’s Human Capital Management program, as well as oversees OSHR’s Temporary Solutions program. 
Tammy returns to OSHR with an extensive background in state government Human Resources. She previously served as Human Resources Director at the NC Department of Natural and Cultural Resources, where she oversaw HR elements of the divisional transfer from the NC Department of Environmental Quality to the newly named NC Department of Natural and Cultural Resources in 2015. Other precursory roles include Deputy Director for HR Programs at OSHR, and several positions throughout 18 years with the agency now called the NC Department of Public Safety.
Additionally, Tammy has been part of various statewide HR program implementations from the HR/Payroll system in 2008 to the launch of the NCVIP performance management system and the new Statewide Compensation System in 2018.
A native of Wake County, Tammy has a Bachelor of Arts in Psychology with a concentration in Human Resources Management from North Carolina State University.
