The Office of the Governor and the Office of State Human Resources (OSHR) are launching a State Employee Viewpoint Survey (EVS) in partnership with The People Lab (TPL), a research institute based at the Harvard Kennedy School. The N.C. Employee Viewpoint Survey is part of a broader initiative and ongoing efforts to support state employees and help state government adapt to workforce needs and changing priorities. The survey is intended to supplement current agency-level efforts in building and sustaining a strong workforce. The survey can be a starting point to support agencies who are currently conducting their own outreach and feedback initiatives to make continuous improvements.
Results will help identify factors that impact employees’ work experience and performance, enabling the State of North Carolina to recruit, support, and retain the state’s workforce. Results can also identify workforce trends, measure improvements, and measure performance in relation to other state governments.
Survey participation is voluntary, confidential, and highly encouraged.

Eligibility
All current North Carolina state government employees over the age of 18 are invited to participate in the survey. All employees will answer the same, standardized survey questions.
Timeline
The survey will launch on Tuesday, May 26 and will conclude on Friday, June 26.
Confidentiality
Individual responses are confidential. Only TPL will have access to the original, identifiable survey data. TPL will de-identify the data before sharing the results with the State of North Carolina. No one that works for the State of North Carolina will have access to or receive survey data that can be linked to an individual employee or their supervisor. If there are responses from fewer than 20 employees on any single question, results will only be available in a summary report as an added layer of protection for employee confidentiality.
The survey may ask for an employee’s email as part of the verification process, but it will not be associated with their survey responses or used to contact respondents.

The N.C. Employee Viewpoint Survey uses validated survey questions that have been tested for accuracy and reliability to ensure the results are credible and actionable. The survey includes questions on job satisfaction, workplace autonomy and support, performance and recognition, and views on the state as a place to work.
OSHR is partnering with The People Lab (TPL), a third-party research institute, to administer the survey. The mission of TPL is to "empower the public sector by producing cutting-edge research on the people of government and the communities they are called to serve”. The N.C. State Employee Viewpoint Survey is part of a series of surveys TPL is conducting across multiple state governments and provides an opportunity to understand how North Carolina performs in relation to other states on similar topics and issues.

Survey Participation

The survey can be accessed on a work or personal desktop, laptop, tablet, or cell phone.
Employees can take the survey during work hours. Please discuss with your supervisor.

A summary of findings from the survey will be shared with state agencies to support ongoing recruitment and retention efforts and initiatives designed to improve current and future employee experience across policies, programs, and processes.
