Program Description
Leading at All Levels (LAAL) is a professional skills program developed by NC state employees for NC state employees. The courses are designed to equip participants, regardless of title or position, with information, techniques, and tools that will help them perform their job duties more effectively.
LAAL courses go beyond theory. Participants gain practical skills they can apply immediately in their job for communicating clearly, building trust, maintaining accountability, and delivering results in real world applications. Agency Instructors partner with OSHR to make the courses available statewide and are open for enrollment by all NC state employees.
Target Audience
The program is specifically designed for state employees in North Carolina, regardless of agency, title, or position. There are no restrictions on enrollment other than approval by the employee’s supervisor.

Frequently Asked Questions
All Leading at All Level (LAAL) courses are offered to all state employees at no tuition cost to the participant. The only cost would be travel expenses if applicable.
To be eligible for the LAAL Certificate of Completion, an employee must successfully complete all nine required courses in the LAAL Learning Journey.
- Log into the NC Learning Center.
- Go to your transcript – find the class in the active folder of your transcript.
- Check status:
- “Registered” - you are on the roster.
- “Pending Approval” - your supervisors need to approve the request (at least 3 days prior to the date of the class).
- “Waitlisted” - if someone drops out of the class, you will receive an email from the LMS letting you know a space has become available. You will need to claim that space (first come first serve basis).
- Learn: Attend and participate in the class that you would like to teach.
- View: Complete Adjunct Certification module.
- Apply: Submit an Adjunct Application.
- Review: Schedule a Content Review meeting with an OSHR Master Trainer.
- Show: Conduct a Teach Back under observation of an OSHR Master Trainer.
Note
To maintain certification, you must teach a minimum of 2 sessions per year for each course you are certified to teach. View the adjunct journey roadmap.
