Pre-determined Hourly Rates for Temporaries

A predetermined hourly rate may be needed to meet labor market demands, assist in the mass recruitment of hourly workers such as at a job fair, fill a large number of critical positions in an extremely short period of time or fill vacant positions that are hard-to-recruit or hard-to-fill.

Examples

Jobs and situations in which a predetermined hourly rate may be helpful include but are not limited to:

  • Hospital moonlighter positions, for which pay tends to be market-driven, shifts are during the night, applicants for vacant positions may have broadly different qualifications, and employees are doing relatively similar work
  • Workers at events that last a very short period of time, such as from less than a day to two weeks
  • Job opportunities being advertised at a job fair, where having a predetermined rate may assist recruitment efforts or allow employing agencies to make a conditional offer of employment on the spot
  • Workers who, regardless of qualification, are required immediately to provide an urgent or critical service
  • As a recruitment strategy for a vacant position that is hard-to-recruit or hard-to-fill

Requesting Predetermined Hourly Rates for Temporary Solutions Positions

Predetermined hourly rates may be approved by the Temporary Solutions Assistant Manager for individual positions on a case-by-case basis, most often when used as a recruitment strategy for a hard-to-recruit or hard-to-fill vacant position. Predetermined hourly pay rates affecting multiple positions, such as for an entire classification, work unit, or for mass recruitment, must be approved by the TS Manager.

To request a pre-determined hourly rate for a temporary position through Temporary Solutions, please provide a memo from the Agency HR Director or authorized representative with the following information:

  • The positions, classifications, and or job titles included in the request
  • The requested effective date
  • The requested hourly rate(s) or hourly pay range(s)
  • How have existing pay rates or ranges challenged recruitment or hiring efforts?
  • How would the requested rates or ranges help recruitment or hiring efforts?
  • How were the requested rates or ranges calculated/determined? Please be specific and address factors such as market demand, budget availability, and internal equity in your response where possible.
  • If you are requesting a pre-determined pay range, please explain how you would determine what hourly rate you would pay the employee or employees (i.e., 0-5 years over the minimum - $25/hr; 6-10 years over the minimum - $30/hr; 11+ years over the minimum - $35/hr)
