What Is Workday?
Workday is a cloud-based platform that provides comprehensive functions for human capital management. In Phase I, Workday will allow the State of North Carolina to streamline its recruitment, applicant tracking, employee onboarding and offboarding, position description management, and organizational charts in one, centralized location.

The North Carolina Office of State Human Resources (OSHR) is implementing a comprehensive Human Capital Management (HCM) software solution that integrates with the State’s current SAP payroll system. The State of North Carolina is partnering with Workday to deploy its HCM solution that provides a single, end-to-end solution to support the full life cycle of the employee experience.
Human Capital Management (HCM) is processes and systems used for recruiting, developing, managing, and retaining employees to maximize their value, productivity, and satisfaction within an organization.
Phase I of Workday includes Recruitment/Applicant Tracking, Onboarding/Offboarding processes, job descriptions, and organization charts.
The Workday solution will launch on October 10, 2025.
Workday features will allow the State to enhance reporting and analytic capabilities, security and compliance, integrations with other State systems, and the user and candidate experiences. It will also provide a complete mobile experience.
To help everyone get ready for the new Workday solution, training will be customized so that it fits your specific role and how you’ll interact with the system. A variety of materials and resources will be available, including quick reference guides , micro-learnings, instructor-led sessions, and web-based courses.
Training for state employees will begin in early September and span four weeks, concluding in early October.
In Workday, hiring managers will play a more active role in recruiting and onboarding processes. They will be responsible for creating job requisitions, selecting interview panels, and recording interview feedback and decisions. While recruiting partners are able to assist, hiring managers are expected to lead these efforts. Hiring managers will also be able to participate in onboarding activities, such as sending welcome messages and assigning team members to connect with new hires and in-state transfers. These new capabilities allow for closer collaboration with your agency’s recruiting partners and HR staff.
