Managing Data in IHRPS

N.C.G.S. 126-6.3 assigns temporary employment compliance duties to Cabinet agencies, Council of State agencies, and Temporary Solutions.  These include the required use of Temporary Solutions by Cabinet agencies for non-IT temporary positions, adherence to the 11-month limit, and mandatory separation requests and notifications.  Performing these three requirements in particular requires the daily use of temporary employment data in the Integrated HR-Payroll System (IHRPS).  For this reason, it is critical that the data is always current and correct.

B0086: Supplemental Staff Estimated Assignment End Date

The most frequently used report in IHRPS – Business Objects to monitor temporary employment compliance is the B0086: Supplemental Staff Estimated Assignment End Date.  Using this report, you can generate a list of all currently active temporaries in your org unit along with important compliance-related information such as their 11-month limit status, 11-month limit due date, and more.

Important Data Points

When it comes to monitoring temporary employment compliance requirements, these data points in IHRPS are key:

  • Supplemental Hire Date on Infotype 0041: Date Specifications.  This date is the first day of work for a New Hire or the first day of work after a separation from temporary employment of at least 31 consecutive days.
  • 11-Month Limit Exception Status on Infotype 9898: 11-Month Limit Required.  Temporary employees are identified as having one of the following 11-month exception statuses: retired, full-time student, intern, extern, inmate, Board or Commission, State of Emergency, Other (i.e., exception made under N.C.G.S. § 126-6.3(a3)(3)), or None/No Exception.
  • Work Contract Type. This field identifies temporaries by their ACA status and health benefit eligibility.
  • Are all retirees identified as retired on IT9898 and the Work Contract Type field?  If only one of the IT9898 or Work Contract Type indicates a retiree, please determine whether the individual is in fact retired and update the appropriate infotype(s).

For temporaries directly employed by a state agency (not through Temporary Solutions), IHRPS data is maintained by the employing agency.  For temporaries employed through Temporary Solutions, IHRPS data is maintained by Temporary Solutions, often with the input of the employing agency.
