IT Enterprise Planning Analyst

Class Concept

Positions in this classification apply significant knowledge of the current architecture, Enterprise Resource Planning (ERP) systems, and application systems throughout State government. Position identifies business processes that may overlap or require similar functionality and features to enterprise-wide initiatives. This role researches and tests the functionality of new, innovative technologies as they are developing to determine their application and value to the State. Positions lead collaborative efforts to align business objectives with IT initiatives while managing and maintaining the state's perpetual IT Plan. Position is responsible for financial modeling, business case development, valuation tools, and strategic planning frameworks. This role also assists the planning unit in collecting, analyzing, and reporting performance metrics and developing dashboards/scorecards.

Knowledge, Skills, and Abilities

  • Demonstrated ability to work independently without frequent direction and develop a team mission and objectives from the organizational vision and overarching strategies
  • Ability to synthesize and apply different perspectives to a changing array of business/IT challenges, many of them crossing jurisdictional borders, governmental boundaries, and lines of business
  • Demonstrated ability to obtain a comprehensive understanding of emerging business and technical challenges quickly and accurately, as well as their underlying sources/causes and implications to the enterprise
  • Intermediate knowledge of IT operational functions but is not expected to be a subject matter expert (SME) in any particular technology but instead be able to recognize patterns and themes in technology areas to support planning activities
  • Ability to effectively communicate via a broad range of mediums to stakeholders at all levels regarding technical matters

Minimum Education and Experience

Bachelor's degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and two years of experience in project management, and/or portfolio management; or Associate degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and four years of experience in project management, and/or portfolio management or closely related field; or an equivalent combination of education and experience.
