Class Concept

This is administrative and technical work in managing the telecommunications or network systems of a very complex division or department. Positions supervise and participate in telecommunications and/or network systems planning, equipment evaluation and systems integration. This role provides communications network management including the design, implementation, and use of network software to configure network architecture, test communications links, and trouble-shoot communications link failures. Work involves identifying and structuring projects and making modifications as needed.

Network Manager IIs are technical experts requiring extensive knowledge of communications hardware and software. Work involves participation in long and short-range planning for network expansion, systems integration, and technology changes. Work requires the planning for system resources allocation, distribution, and network capacity.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the capabilities of telecommunications and network systems hardware and a variety of computer hardware and software, telecommunications and network protocols, software, and network architecture and thorough knowledge of troubleshooting complex network or telecommunications systems
  • Ability to plan and direct the work others and manage projects through implementation and ability to communicate effectively in oral and written form
  • Ability to coach, conduct annual performance reviews, and manage employees with varying skill sets and ability to promote and maintain a productive and cohesive work environment
  • Ability to develop logical and systematic approaches to setting priorities, developing budgets, allocation and managing resources, and implementing action plans
  • Demonstrated skill in designing, building, managing, and maintaining an enterprise level, mission critical infrastructure system environment.
  • Demonstrated skill in integrating and managing multiple related projects into a single coordinated program.
  • Demonstrated skill in managing a statewide networking infrastructure service including capacity planning, disaster recovery, and other related operational requirements.
  • Demonstrated ability to build high impact teams that work well as a unit and cooperate with other related work teams.
  • Ability to coordinate and work with other technical teams to design technical solutions.
  • Ability to develop and maintain effective working relationships including vendors.

Minimum Education and Experience

Bachelor's degree in computer science or an IT related field or a related curriculum and six years of progressive experience in telecommunications network analysis, design, or management, with at least two years of supervisory experience; or Associate degree in computer science or an IT related field or a related curriculum and seven years of progressive experience in telecommunications network analysis, design, or management, with at least two years of supervisory experience; or High School or General Educational Development (GED) diploma and at least ten years of progressive experience in telecommunications network analysis, design, or management, with at least two years of supervisory experience; or an equivalent combination of education and experience.
