Positions perform professional operating or cost accounting work requiring knowledge of the theory and practice of recording, classifying, examining, and analyzing the data and records of financial transactions. Positions at this level are responsible for managing a departmental financial office with a narrow scope for agencies, universities, or facilities. Positions may serve as the top level for a specific fiscal program assisting higher level financial positions with strategic budget planning, business organization, and quality assurance.

Knowledge, Skills, and Abilities
Thorough knowledge of accounting principles and practices
Intermediate knowledge of governmental accounting methods, procedures, and financial practices
Ability to direct the work of lower-level accountants and support personnel
Ability to interpret and apply complex Federal and State fiscal regulations
Ability to use accounting judgment and theory to a wide variety of situations that are not covered by regulations or precedent
Ability to develop complex accounting worksheets and reports
Ability to present results of analysis to program administrators and negotiate changes and/or implementations
Minimum Education and Experience
Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.
