Class Concept

This is supervisory and administrative work in directing and overseeing the work of law enforcement officers with statewide and/or special jurisdiction charged with enforcing the relevant state and federal revenue laws and codes. Position is responsible for overseeing investigations and collections activity conducted by law enforcement officers or law enforcement supervisors. Positions may serve as an Assistant Director with authority to make divisional decisions in the absence of the Division Director. Positions have full law enforcement authority in the assigned area with a focus on the revenue laws set forth. Work involves overseeing the administration of the unauthorized substances tax schedule. Positions are responsible for ensuring all steps in the investigation, assessment, and collection of the Unauthorized Substances tax are followed correctly. Responsible for performing human resource duties to include interviewing, coaching, completing performance appraisals, and recommending and administering disciplinary action.

Knowledge, Skills, and Abilities

  • Advanced knowledge of the concepts and practices used in the enforcement of federal and state revenue laws.
  • Advanced knowledge of the Revenue Act as related to Attorney General rulings, State Supreme Court rulings on tax cases, and as applied to the authority of the auditor subpoena records and to conduct audits.
  • Advanced knowledge of law enforcement concepts, practices, and theories used in the technical specialty area under an agent's direct control
  • Advanced knowledge of departmental and division policies and procedures
  • Ability to assess work priorities and conform to changes in priorities, policy and/or procedure
  • Ability to recommend policy and procedures
  • Ability to manage and direct employees of work unit or section.
  • Ability to communicate effectively through interpersonal interactions and written documentation
  • Ability to establish employee work expectations and review and assess staff performance.
  • Ability to train, mentor, and assist law enforcement officers and law enforcement supervisors

Minimum Education and Experience

Bachelor's degree from an accredited college or university and five years of experience as a law enforcement officer including two years in an advanced, specialized, or supervisory capacity; or an equivalent combination of education, training, and/or experience.

Note: Selected candidate must be qualified for certification as a law enforcement officer in accordance with the provisions of the NC Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment.
