Manages the design and construction process for capital improvement projects of the highest complexity, scope and dollar value; represents the interests of the end user throughout the planning, design and construction process, with emphasis on customer service. Conducts bid openings and bid evaluation, and recommends award of construction projects. Manages project budgets, approves payments to contractors and designers.
Coordinates internal engineering review of schematic designs and construction drawings provided by outside consultants for conformance with operational needs and local, state and federal codes and professional standards. Represents the Department's interests at construction progress meetings, conferences and inspections. Reviews, negotiates and approves change orders during construction as appropriate. Conducts final inspections along with designers, recommends acceptance for occupancy. Conducts post-occupancy evaluations and resolves issues through warranty considerations.

Knowledge, Skills, and Abilities
Thorough knowledge of Project Management.
Thorough knowledge of engineering design methodologies, construction methodologies, construction management as well as general construction.
Thorough knowledge of NC General Statutes and NC Building Codes relating to engineering planning, design, consulting, contract administration, construction, renovation and major maintenance and repair.
Skill in preparing plans, specifications, technical computations and cost estimates.
Ability to establish and maintain effective working relationships with employees, architects, engineers, contractors and State agency managers.
Ability to plan and direct the work of architects, engineers and construction personnel.
Ability to coordinate the work of multiple design teams in varied disciplines.
Minimum Education and Experience
Bachelor's degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution and three (3) years of related experience in construction project management, or an equivalent combination of education and experience.
Necessary Special Requirements
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
