Youth Development Center Program Manager

Class Concept

Positions function as a member of the management team and participate in determining institution-wide goals and objectives at youth development centers. These residential facilities are the most restrictive, intensive dispositional option available to North Carolina's juvenile courts. Positions have primary responsibility for managing treatment programs, including but not limited to: residential services, psychological services, social work services, medical services, substance abuse services, recreation, and transition services. Positions manage the development center resources and personnel.

Knowledge, Skills, and Abilities

  • Working knowledge of management and administrative techniques.
  • Thorough knowledge of comprehensive programming for delinquent youth.
  • Thorough knowledge of statewide resources available to youth.
  • Thorough knowledge of juvenile law.
  • Skill in administering a complex treatment program, and directing the work of professional and paraprofessional employees.
  • Ability to express ideas clearly and concisely, both orally and in writing.
  • Ability to relate with population served, their families, variety of professional and paraprofessional staff, and diverse public and private interest groups.

Minimum Education and Experience

Master's degree in human services or business area, such as psychology, social work, education, business administration, public administration or criminology from an appropriately accredited institution, and three years of professional experience in treatment programming for youth, one year of which must have been in a supervisory or administrative capacity; or Bachelor's degree in one of the above areas from an appropriately accredited institution and four years of experience as specified above, one of which should have been in a supervisory or administrative capacity; or an equivalent combination of education and experience.

Necessary Special Requirements

Applicants for positions designated as Juvenile Justice Officers are subject to and must meet the hiring and training standards established by the North Carolina Criminal Justice Education and Training Standards Commission, as defined in Title 12, Chapter 9 of the NC Administrative Code, by the statutory authority of GS 17C.
