Business Systems Analyst III

Class Concept

Positions in this class plan, design, examine, analyze, develop, implement, administer, and monitor business and program processes, operation systems, and efficient business and financial systems on a statewide level. This role requires statewide expertise in the assigned business area(s). Positions evaluate the functionality of business and program application systems utilized by state agencies, universities, and state boards to identify gaps, measuring the solution impact on numerous state agency operations. Positions lead and work closely with state agency, university, and state board business and fiscal leadership to determine business needs and design systems solutions that align statewide business processes and support state entity business needs. Work involves coordinating with agency management and with program managers throughout state government. Positions perform independently and typically report to a division director, or manager of a business systems functional area.

Knowledge, Skills, and Abilities

• Thorough knowledge of applicable statewide business information systems, testing methodologies, training, business system analysis, and/or other applicable systems
• Ability to recognize and fully understand the limitations of business information systems in relation to business processes and communicate those limitations to key stakeholders at all levels of State Government
• Ability to resolve complex problems working with senior management and fiscal/business staff from various state entities
• Ability to manage and lead agency or statewide projects and/or segments of projects
• Ability to forecast future fiscal/business requirements for multiple state agency entities
• Ability to make recommendations on issues that affect the direction of statewide business systems and business operations
• Ability to exercise creative and critical thinking in evaluating complex situations and developing, communicating, and implementing solutions

Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution in a discipline related to the area of assignment with five years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
