Class Concept

This is technical and analytical work in developing, implementing, designing, configuring, scripting, and/or supporting applications for the business, research, and/or instructional functions of clients. This may include designing, implementing, and contributing to cloud-based solutions. This role is responsible for independently gathering requirements, designing, and developing application systems within the data architecture established for the State. This is technical work with large sophisticated applications or a portfolio of applications and the management of application system implementation projects. They will work closely with cross-functional teams to ensure that the infrastructure is scalable, secure, and optimized for performance. The positions write code in programming languages to develop and maintain various applications. This involves analyzing and implementing business requirements in the development of applications that meet those requirements while ensuring scalability, high availability, and performance. Positions ensure that all applications meet regulatory and compliance requirements. Positions continually monitor applications performance and proactively identify and address issues as they arise. Applications may be cloud-based or on premises, and work may include evaluating and selecting cloud application technologies. The positions may also be tasked with testing and debugging applications to ensure that they are running efficiently and meeting business requirements. This position may identify areas for improvement and implement changes to increase efficiency, reduce costs, and improve reliability. This role works with management to define and design complex applications to meet the business development requirements of the organization, generally on an enterprise-wide level.

Recruitment Requirements

Knowledge, Skills, and Abilities

  • Thorough knowledge of specialized computer development or programming languages and of coding processes and security measures
  • Thorough knowledge of Enterprise Resource Planning, Business Intelligence, or cloud native development frameworks
  • Thorough knowledge of specific agency functions and business needs, of changes in computer technology and specific applications systems, and of laws, rules and regulations affecting the business needs of the organization
  • Demonstrated ability in problem resolution and troubleshooting enterprise-wide multi-faceted application issues
  • Ability to evaluate and analyze existing specialized applications and define problems effectively to make recommendations; accurately identify business needs and process improvements
  • Ability to review and translate specifications to write and/or code programs which produce desired results, to develop and use appropriate testing protocols, and to use and interpret technical manuals and publications
  • Ability to review and analyze user requests and other information and design appropriate programs and systems
  • Ability to lead teams and supervise the efforts of lower-level applications development staff
  • Demonstrated ability to perform a wide range of programming and analysis work and to work independently

Minimum Education and Experience

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and six years of progressive experience in business application, business intelligence, or enterprise application consulting or development; or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and seven years of progressive experience in business application consulting or development; or High School or General Education Development (GED) diploma and ten years of experience in business application, business intelligence, or enterprise application consulting or development; or an equivalent combination of education and experience.
