This is supervisory and managerial work in directing a designated team of computer applications analysts and applications programmers who are engaged in the full range of applications design, maintenance, and programming for multiple application systems. Positions fulfill technical, fiscal, and personnel responsibilities for development teams and the projects in which they engage. The Applications Systems Manager II is distinguished from the Applications Systems Manager I by the number of complex systems and personnel they are responsible for. The Applications Systems Manager I typically has limited responsibility based on application or project type or scope, while the Manager II tends to have a broader level of accountability and may have multiple Application Systems Manager I positions reporting directly to it.

Knowledge, Skills, and Abilities
Thorough knowledge of the processes and concepts involved in computer applications analysis including conceptual design, feasibility studies, work process evaluation, cost assessments for development and implementation, and the full range of applications programming and documentation
Thorough knowledge of the business, research, engineering, scientific, mathematical, and/or statistical process mandated by the particular application
Ability to determine applicability in controversial or precedent setting situations
Ability to determine budget needs and recommend, with significant influence, priorities based on program mission, costs, and projected revenues; has authority for significant decisions on fund transfers
Ability to communicate orally and in writing with users and professional staff
Ability to demonstrate vision and ability to proactively plan, implement, and forecast for organizational and/or enterprise success
Ability to evaluate organizational readiness and capacity for change and adjust accordingly
Ability to coach, conduct annual performance reviews, and manage employees with varying skill sets
Ability to promote and maintain a productive and cohesive work environment
Demonstrated skills in supervising staff, making project task assignments, and reviewing work
Minimum Education and Experience
Bachelor's degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least three years of experience in supervisory capacity; or
Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and seven years progressive experience including at least three years of experience in supervisory capacity; or an equivalent combination of education and experience.
