Class Concept

The IT Project Manager II is responsible for extensive, complex enterprise-wide project management work. Enterprise-wide projects may represent an entire agency, or in larger agencies, a division or program that has statewide scope. The work at this level involves planning and coordinating IT projects which are typically characterized by multi-million-dollar budgets, agency, university, or statewide impacts, or which incorporate multiple sub-projects. Positions provide guidance to Information Technology Project Manager I's and stakeholders, in addition to cross-functional teams. Position plays a significant role regarding the implementation of high-risk projects that affect a wider group of users, citizens, business partners. Projects managed may include projects of multiple technology disciplines (i.e. hardware, software, applications development, network infrastructure etc.) and/or significant business process reengineering efforts. This level is distinguished from level I by the size, risk, authority to act, and scope that will typically be for large Waterfall, Agile, or Hybrid projects.

Knowledge, Skills, and Abilities

• Experience in managing, organizing and leading multiple small projects and medium to large, complex IT projects with multiple staff across functional areas and/or agencies.
• Experience with developing, managing and monitoring the integrated master schedule for highly complex projects or multiple phases of a project.
• Experience in creating and monitoring project budgets in compliance with enterprise standards.
• Experience in managing issues and risks, at varying degrees, to effectively control and mitigate project impacts.
• Considerable Knowledge of Vendor Management and ensuring contract deliverables are met.
• Knowledge required to ensure that integrated master schedule is followed and must be accountable for changes to the schedule.
• Ability to apply known Project Management best practices for developing and managing projects such as estimation methodologies, earned value calculations, and Risk Assessment/Mitigation Plan (RAMP).
• Considerable experience working with the following Project Management Methodologies: Waterfall, Agile, & Hybrid. Ability to advocate alternative project solutions in line with enterprise standards.
• Experience with counseling and advising senior level management and leadership regarding issues and risks, process re-engineering, and technology issues.

Minimum Education and Experience

Bachelor's degree in computer science or a related IT field, business administration, project management, or closely related degree from an appropriately accredited institution and four years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.
