Class Concept

Positions in this classification design and build web pages to meet the department's online offerings, strategies, and goals for external communications. These roles use a variety of graphics software and tools. Positions also participate in the design and development of user interface features. This role is distinguished from the Web Designer by the complexity of the web pages that require more sophisticated functionality and interface to applications. Positions may also perform user research and usability tests. Positions use a variety of web development software tools. These roles also develop and code websites requiring the use of web-based programming languages. Positions are involved with web site planning, design, and E-commerce applications.

Recruitment Requirements

Knowledge, Skills, and Abilities

• Demonstrated skill in web programming and scripting languages
• Demonstrated skill in web application requirements gathering, web content management, web user interface/creative design, and web applications development and testing
• Demonstrated ability to exercise attention to detail and problem-solving skills and a logical approach to work
• Intermediate knowledge of methods for degrading for older browsers and displays and file compression techniques for improving speed
• Ability to explain technical matters clearly to end users and stakeholders who may have little knowledge of IT
• Basic knowledge of legislation and guidelines for website accessibility and how to implement
• Demonstrated skill in the implementation of web content management tools including the creative design, development, maintenance, and retirement lifecycle for various scaled web sites/applications
• Required skills include social media platforms and services, mobility support, accessibility guidelines and legislation, web content management tools, and browser compatibility
• Demonstrated ability to work with and implement web security measures
• Ability to ensure browser and device compatibility

Minimum Education and Experience

Bachelor's degree in web development, digital media, web graphic design, computer programming, or related curriculum from an appropriately accredited institution and one and a half years in web development/programming, design, or application development; or Associate degree in web development, digital media, web graphic design, computer programming, or related curriculum and two years of experience in web development/programming, design, or application development; or High School or General Educational Development (GED) diploma and five and a half years in web development/programming, design, or application development; or an equivalent combination of education and experience.
