Class Concept

This is managerial, administrative, and technical work in managing a program in the Department of Agriculture and Consumer Services. Employee plans, establishes, evaluates, and monitors program goals designed to meet departmental objectives in agri-business and regulatory services. Work may include other related duties as assigned.

Program areas may include Feed Administration, Biological Control Administration, Food and Drug Administration, and Pesticide Administration.

Knowledge, Skills, and Abilities

Feed Administration

• (i) Thorough knowledge of animal science, nutrition, and physiology.
• (ii) Thorough knowledge of state and federal laws, rules, and regulations pertaining to the manufacture, registration, labeling, and sale of commercial feeds, feed manufacturing procedures, and approved methods of sampling materials.
• (iii) Considerable knowledge of theoretical principles of analytical chemistry.
• (iv) Considerable knowledge of drug properties and utilization effects of various medicated feeds upon animals.
• (v) Ability to effectively administer the laws and regulations which control feed manufacture and marketing standards in North Carolina.
• (vi) Ability to plan, direct, and supervise personnel.
• (vii) Ability to establish and maintain effective working relationships with industry officials, dealers, inspectors, and the general public.

Biological Control Administration

• (i) Thorough knowledge of state and federal laws, regulations, and programs pertaining to beneficial insects, insect pests, pest management and the honey and bee industry.
• (ii) Considerable knowledge of the principles of entomology, plant pathology, and horticulture.
• (iii) Considerable knowledge of environmental conditions and agricultural practices in the state.
• (iv) Ability to administer laws and regulations concerning biological organisms, insect pests, and the honey and bee industry.
• (v) Ability to develop new or revised programs and legislation, and to recognize program and policy needs.
• (vi) Ability to train and supervise staff in a variety of regulatory and services activities, and to serve as a consultant to field personnel.
• (vii) Ability to identify insects and insect material.
• (viii) Ability to explain and interpret laws, rules, and regulations affecting the area of work.
• (ix) Ability to establish and maintain effective working relationships with state and federal agencies, related industry and university personnel, extension agents, beekeepers, farmers, and the general public.
• (x) Ability to communicate effectively and to prepare grant and research documents.

Food and Drug Administration

• (i) Thorough knowledge of State and federal laws and regulations pertaining to the manufacture, storage, distribution, and sale of foods.
• (ii) Considerable knowledge of the principles of sanitation, particularly as they apply to the food and dairy processing industry.
• (iii) Considerable knowledge of theoretical principles of microbiology.
• (iv) Ability to effectively administer the laws and regulations which control the sale, use, and distribution of food, drugs, cosmetics, antifreeze, and dairy products.
• (v) Ability to plan, direct, and supervise staff personnel.
• (vi) Ability to monitor effectiveness of programs, changing concerns and technologies, and adopt an effective course of action.
• (vii) Ability to establish and maintain effective working relationships with industry officials, other state government agency and federal government representatives, inspectors, and the general public.

Pesticide Administration

• (i) Considerable knowledge of state and federal laws and regulations pertaining to pesticide enforcement activities.
• (ii) Considerable knowledge of the principles of chemistry, plant physiology, agricultural, urban and industrial pest management, and pesticide application practices and toxicology.
• (iii) Considerable knowledge of the chemical and physical properties and usage of all classes of pesticides.
• (iv) Considerable knowledge of pesticide application, storage equipment, licensing and registration, and agricultural practices within the state.
• (v) Ability to train and supervise field and office staff in a wide variety of regulatory and service functions.
• (vi) Ability to research industrial and regulatory change, to determine program goals and priorities, and to evaluate program effectiveness.
• (vii) Ability to research, interpret and explain applicable laws, rules and regulations.
• (viii) Ability to establish and maintain effective work relationships with state aril federal agencies, industry groups, extension agents, staff, and the general public.
• (ix) Ability to communicate effectively in oral and written form.

Minimum Education and Experience

Feed Administration: Master's degree in animal science or a closely related curriculum rom an appropriately accredited institution and three years of related work experience; or an equivalent combination of education and experience.

Biological Control Administration: Doctoral degree in entomology, ecology, plant pathology or a closely related curriculum from an appropriately accredited institution and one year of related experience including research and supervisory work; or an equivalent combination of education and experience.

Food and Drug Administration: Master's degree in food science, microbiology or a closely related curriculum from an appropriately accredited institution and three years of related work experience; or an equivalent combination of education and experience.

Pesticide Administration: Bachelor's degree in entomology, chemistry, integrated pest management, crop science, plant pathology or a closely related biological science from an appropriately accredited institution and four years of experience in the agricultural chemistry industry or in pesticide regulatory work, preferably with some related supervisory experience; or an equivalent combination of education and experience.
