This is managerial, administrative, and technical work in directing the agricultural research programs of the North Carolina Department of Agriculture and Consumer Services (NCDA & CS). Employee plans, supervises, and manages the Research Stations Division. Employee is responsible for the development and execution of long-term plans for the maintenance, capital improvement, and anticipated use of these facilities. Responsibilities include establishing and adapting administrative programs; developing and administering the division's budget; and reviewing and implementing various research projects. Other duties include, but are not limited to, establishing work guidelines, policies, and procedures; monitoring program effectiveness and quality control; overseeing human resources management; and performing public relations activities with other departments, agencies, and organizations. Work may include other duties as assigned.
Recruitment Requirements
Knowledge, Skills, and Abilities
Knowledge and understanding of scientific/agricultural concepts, principles, practices, and methods used to conduct sound research.
Knowledge of related technology, instruments and equipment used at research stations/laboratories.
Knowledge of modern methods of animal husbandry, dairy operations, and crop production.
Considerable knowledge of human resources management and fiscal management; and knowledge of applicable state and federal laws, rules, and regulations.
Ability to plan and manage a diversified agricultural research program.
Ability to assess fiscal, personnel, and program needs and to plan and implement appropriate actions.
Ability to establish and maintain effective working relationships with employees, research scientists, state and federal officials, farmers, professional grower organizations, and others.
Minimum Education and Experience
Bachelor's degree and six years of progressively responsible research experience, of which two years are in a supervisory or managerial capacity; or equivalent combination of education and experience.
