Class Concept
This is supervisory and administrative work in directing one or more of the major programs within the North Carolina Wildlife Resources Commission. Employees direct statewide activities such as biological surveys and research projects, managing fish and wildlife species and their associated habitats on public or private lands, managing access to public lands/waters, or providing public services for the management of wildlife on private lands. This position may supervise a variety of biologists, technicians and other professionals who cover a broad range of subject matter expertise. Work may include program design and implementation, as well as the responsibility for initiating changes to agency programs as a result of changing statutes, rules, and policies. Work involves setting program goals and priorities, coordinating projects with or addressing concerns of other governmental, non-governmental organizations (NGOs), and the public. Work may include coordinating the rule-making process, analyzing input received by the agency, and making recommendations. Employees establish short and long-range goals and objectives for statewide services and programs, and ensure that supporting activities meet federal and state requirements and agency goals and objectives. Employees coordinate work statewide, assign projects, and allocate or reallocate equipment, human, fiscal, and other resources. Work may include obtaining, administering and managing special program funds or grants and preparing required reports. Work may also include coordinating budgets, approving fund transfers, researching equipment needs, and evaluating and recommending land purchases or leases. Work may be coordinated with universities, state and federal agencies, corporations, executive management, legislators, NGOs and the public. Work involves developing relationships with a variety of professional, governmental, and public contacts. Work is performed under the general supervision of a Management Administrator.
Recruitment Requirements
Knowledge, Skills, and Abilities
- Thorough knowledge of supervising the planning, organizing and directing of biological studies involving wildlife or fisheries management and thorough knowledge of taxonomic identification procedures, field and laboratory techniques, and the operation of sampling and laboratory equipment..
- Thorough knowledge of biological statistics, scientific principles, sampling techniques, GIS technology, and computerized data analysis and thorough knowledge of biological principles as applied to marine or estuarine biology, and wildlife or fisheries management.
- Considerable knowledge of wildlife (aquatic, marine, and terrestrial), habitats, wildlife management, wildlife disease, and species propagation.
- Thorough knowledge of agency programs, goals and objectives and thorough knowledge of state and federal policies, regulations, and statutes
- Ability to plan and administer budgets and manage grants and ability to organize and direct a variety of projects and activities statewide.
- Ability to review and evaluate study results and formulate management recommendations and ability to plan and direct complex work operations and field studies..
- Ability to effectively communicate orally and in writing, to include communication associated with supervision of employees.
- Ability to train and supervise biologists and specialized technicians.
- Ability to establish and maintain effective working relationships with other biologists, the public, groups interested in wildlife or fisheries (recreational and commercial), and federal, state, and local government officials.
- Skilled to think critically.
Minimum Education and Experience
Bachelor's degree in wildlife or fisheries management, marine biology, fisheries science, zoology or biology from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.
