Environmental Program Consultant

Class Concept

Employees in this class perform advanced scientific and/or project management for an environmental, energy or natural resource management program and/or serve as technical experts in a scientific field or program. Work is performed independently and involves doing research planning and/or conduct scientific studies to address complex and/or novel planning issues. These types of issues require an in-depth analysis and/or research, project and contract management, and negotiating with all parties, and the assessment of and development of public policies. Employees may direct the work of other environmental staff. Employees may be assigned to complex environmental issues that have not been addressed or are complex to manage.

Knowledge, Skills, and Abilities

• Thorough knowledge of the laws, rules, regulations, and policies that govern or influence environmental, energy or natural resource management programs.
• Thorough knowledge of the scientific principles related to the area of assignment.
• Thorough knowledge of the research process.
• Thorough knowledge of data gathering techniques and procedures.
• Skills and ability to plan lengthy and/or complex studies, contracts, or research/projects.
• Ability to analyze, manipulate, and evaluate information/data, including the use of software.
• Ability to formulate or assist in the development of management alternatives and recommendations.
• Ability to communicate with the general public and clients of the Division.
• Ability to organize and supervise the work of others.

Minimum Education and Experience

Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
