Class Concept
This is technical and administrative work in planning, managing and coordinating activities for section with branches with sub-units that is responsible for a statewide environmental, energy or environmental program(s); or managing a large section within an environmental division with at least two or more environmental and or engineering branches with branch supervisors overseeing subordinate subunits under each branch; or serves as the Deputy Director to an Environmental Program Director of an environmental regulatory division with the Department of Environmental Quality; or as a Division Director for a smaller environmental or natural division of less than ninety permanent or time limited full time equivalents.
Employees manage an environmental regulatory program(s) with a wide variety of functional areas affected by continual changes in federal or state laws and regulations resulting in periodic major changes in program emphasis or goals. The work is distinguished by potential for failure. Failure has the potential to cause either a major, widespread effect on the quality of the environment statewide or to cause severe consequences pertaining to public health, safety or the potential to cause economic harm to a region or industry within the state. It is highly complex and often controversial. Employees in this classification may also serves as a Deputy Division Director and assist the Division Director of a regulatory division in the Department of Environmental Quality in establishing division and program goals and objectives to meet program and/or departmental requirements; or may serves as a Division Director over a smaller environmental or natural resource division. Employees are responsible for establishing program goals and objectives to meet program and/or departmental requirements. Job duties include planning work operations, organizing personnel, establishing and maintaining a program budget, and reviewing the output of subordinate work units to assure that goals and/or compliance objectives are met.

Knowledge, Skills, and Abilities
- Thorough knowledge of the principles, practices, and administration of either a statewide air, coastal management, land resource, water air, waste management, energy or related environmental or natural resource management program.
- Thorough knowledge of departmental philosophies and policies concerning the administration of an environmental or natural resource program either a statewide air, coastal management, energy land resource, water, air, waste management, or related environmental or natural resource management program.
- Thorough knowledge of federal and state laws and regulations pertaining to environment
- Ability to plan, develop and administer a statewide program of consultative and regulatory services.
- Ability to assess fiscal, personnel and other program needs and to recommend and support appropriate actions to higher-level management.
- Ability to handle the more difficult technical problems encountered by subordinates.
Minimum Education and Experience
Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and seven years of progressive experience in environmental work including two years in a supervisory capacity; or an equivalent combination of education and experience.
