Class Concept

This is technical, consultative work in representing the Division of Marine Fisheries at various intrastate regional and national fisheries management councils and commissions.

The employee serves as the Division liaison with other state and federal agencies dealing with habitat, water quality issues and fisheries management plans and provides management representation at the national and regional levels concerning the various fisheries management councils, commissions and boards.

The employee works closely with the Division staff to provide requested information and establishes and maintains relationships with all parties interested in the State's fishing industry. This position coordinates data gathering, analysis, and evaluation by Division personnel as feedback to councils and commissions on national issues. Work requires extensive knowledge of the fisheries industry and North Carolina fisheries management policies to represent the State's interest in regional and national policy and regulation development sessions. The employee performs work independently and reports directly to the Director of Marine Fisheries. Work may include other duties as assigned.

Knowledge, Skills, and Abilities

• Thorough knowledge of marine fisheries regulations; considerable knowledge of resource biology and resource management.
• Considerable knowledge of program objectives and divisional policies.
• Ability to negotiate marine fisheries regulations and management programs among varied groups.
• Ability to conduct meetings and public hearings and to represent the Division in varied situations in all levels of government.
• Ability to establish and maintain effective work relationships with governmental committees and representatives, the commercial and recreational fisheries industry, fisheries scientists, Division staff, and the general public.
• Ability to communicate effectively in oral and written form.

Minimum Education and Experience

Bachelor's degree in marine biology or a closely related curriculum from an appropriately accredited institution and six years of experience in fisheries management; or an equivalent combination of education and experience.
