Class Concept

Work in this class involves the supervision of law enforcement pilots who provide aerial support of statewide law enforcement operations, utilizing single engine fixed wing and/or rotary aircraft. Law enforcement pilot supervisors, like law enforcement pilots, are law enforcement officers who have extended law enforcement and investigatory responsibilities on lands owned and leased by the agency. During a state of emergency, law enforcement officers and equipment are directed toward unified emergency operations. Supervisor demonstrates complete supervision to include ensuring the quality and quantity of work, setting performance goals and evaluating performance, scheduling resources and developing employees. Oversees training and certification for all pilots. Educates other pilots on new and or proven ways to assist Wildlife Law Enforcement Officers in increasing detection. May hold FAA Flight/Ground Instructor Certification and use it to certify training for other pilots. Reviews changes in Federal Aviation Regulations (FAR) and other regulations and advise other pilots. Ensure adequate resources (human and equipment) in order to provide effective enforcement activities; researches and analyzes the cost and benefit of specialized equipment. Prepares subordinate pilots who may have to testify and provide evidence in court or other judicial setting. Approve time and leave and ensure compliance with labor laws such as FLSA. Documents deviations from performance standards and implements corrective measures. Documents situations requiring personnel actions and, in consultation with higher level supervisor, takes corrective measures. Coordinates other pilots and resources for aerial surveillance for other enforcement agencies on a state wide level. Law enforcement supervisor pilots fly missions to support law enforcement operations just like the pilots they supervise and the scope and depth of operations varies with each separate department.

Recruitment Requirements

Knowledge, Skills, and Abilities

  • Thorough knowledge of the Federal Aviation Administration and Federal Communication Commission rules and regulations, and the State Statutes governing the operation and maintenance of aircraft.
  • Thorough knowledge of air navigation and of single engine aircraft capabilities and performances.
  • Thorough knowledge of all appropriate laws and regulations related to enforcement duties.
  • Considerable knowledge of flight planning, meteorology and aircraft maintenance requirements.
  • Thorough knowledge of NC General Statutes in which federal laws are referenced, NC Administrative Code, and local laws.
  • Considerable knowledge of investigative techniques and case preparation requirements.
  • Ability to supervise and coordinate work.
  • Ability to ensure pilots can effectively testify and provide evidence in court and other judicial settings, anticipating and preparing for lines of questioning recounting what was observed during an enforcement action or investigation, and presenting thorough and logical testimony.
  • Ability to pilot single engine aircraft in all weather conditions.
  • Ability to communicate effectively and to establish and maintain pleasant working relationships.

Minimum Education and Experience

High school of General Educational Development (GED) diploma and two years of experience in law enforcement work related to the area of assignment and 250 hours of flight time in a closely related type of aircraft and/or type of mission; or an equivalent combination of education and experience .

Necessary Special Requirements

Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Education & Training Standards Commission. Requires the following or the ability to achieve the following within 18 months: Certification as a FAA commercial pilot in airplanes and possession of an FAA Class II Medical Certificate. FCC restricted radio telephone operator permit. Also required are ratings in instrument flying and others as designated. Possession of a valid NC Driver's License.
