Positions in this class serve as supervisor to field officers to ensure compliance with conservation regulations and protect the state's fisheries resources. It is the responsibility of the Marine Patrol Supervisor to ensure field officers are properly carrying out the Marine Fisheries rules and regulations for the assigned area and level of activity. In addition to the supervisory activities of assigning and reviewing the work of assigned staff, positions also perform all the activities of a Marine Fisheries Law Enforcement Officer when necessary and perform all other related work.
Positions may also serve as investigative officers with supervisory oversight and authority over field officers either present during an investigation or those assigned to assist with investigations to ensure officers properly carry out duties associated with Marine Fisheries rules and regulations. Investigators may assign duties to field officers and review the work of assigned staff. Positions serving as Investigative officers must possess thorough knowledge of law enforcement and civilian rights and case law associated with internal investigations. Duties include preparing case files used in criminal court and administrative hearings. Role also oversees field officers in permit compliance investigations, permit notice writing, and service of warrants such as search warrants, electronic search warrants and inspection warrants. Investigations may require lengthy research to obtain data and information. Positions in this class generally carry the rank of Sergeant.
Recruitment Requirements
Knowledge, Skills, and Abilities
Thorough knowledge of Marine Fisheries enforcement policies and guidelines, state and federal laws that pertain to Marine Fisheries enforcement, North Carolina General Statutes and Fisheries Rules for Coastal Waters, and Marine Fisheries proclamations
Thorough knowledge of Division of Criminal Information rules, policies, and procedures; National Marine Fisheries regulations; and Marine Fisheries rules and regulations
Thorough knowledge of navigational charts and county/state maps
Skilled in operation of a patrol vessel
Ability to supervise and manage staff performance
Minimum Education and Experience
Bachelor's degree from an appropriately accredited institution, and three years of progressive law enforcement experience; or equivalent combination of training and experience
Necessary Special Requirements
Basic Law Enforcement Certification under North Carolina Criminal Justice Training and Standards Commission. Must possess or be able to obtain and maintain a valid driver's license.
