This is security, administrative, and supervisory work coordinating various security operations for the Department of Agriculture and Consumer Services. The position provides security for the Commissioner, oversees security coverage at the State Fair, for the main Agriculture Building on Edenton Street in downtown Raleigh, the Raleigh's Farmer's Market, and provides law enforcement assistance and review for other divisions within the Department. The position coordinates police, fire, and emergency medical service coverage for all events; performs internal training and staff development; evaluates security equipment needs; prepares grant applications concerning security needs; conducts criminal background checks on applicants as requested; and represents the agency at court functions. The position coordinates services and investigations with local, state, and federal agencies as needed.
Per G.S. 106-900, this position has the authority to conduct investigations and enforce violations of the law, not only those committed on the Department's property, but also off the Department's property. The position conducts press conferences regarding incidents that have occurred on department property, speaking on behalf of the Commissioner. The position is involved with budgetary planning for security operations and oversees spending.
Recruitment Requirements
Knowledge, Skills, and Abilities
Considerable knowledge of law enforcement procedures, applicable state and local laws, and institutional rules and regulations.
Considerable knowledge of investigative and interrogative practices and procedures.
Basic knowledge of basic fire prevention and control techniques and ability to apply these in an emergency.
Basic knowledge of first aid principles and techniques.
Working knowledge and skill in the use of firearms.
Ability to act quickly and intelligently and to maintain command in an emergency.
Ability to train and supervise subordinate security officers.
Ability to interpret and enforce institutional policies, traffic and parking regulations.
Ability to express oneself clearly in writing and orally.
Minimum Education and Experience
Bachelor's degree from an appropriately accredited institution and three years of experience in police or security work, including one year of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Requirements
Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission.
