Class Concept

Work in this class involves the management of one or more epidemiological units with statewide impact on public health and the agency's resources. Positions in this class manage personnel, budgets and other resources. Work involves directing staff in designing and conducting epidemiologic investigations, surveillance, and interventions requiring extensive knowledge of epidemiology and biostatistics. Employees manage epidemiologic programs for the control of communicable and/or chronic diseases. Work involves overseeing policy and procedure development of new and existing disease control programs. Employees provide and/or oversee training, technical assistance, and consultative services regarding epidemiology and the control of diseases. The manager serves as a point of contact for the media and others in critical situations and serves as a technical expert in assigned area

Knowledge, Skills, and Abilities

• Considerable knowledge of health education.
• Considerable knowledge of computer operating systems, network systems and data communication systems.
• Considerable knowledge or expertise in one or more areas of public health program administration, policy, budgetary practices, supervision and grant writing.
• Thorough knowledge of epidemiologic principles, surveillance and investigation techniques, research and study design, survey questionnaire design, descriptive statistics, statistical analysis and interpretation of statistical data and scientific literature.
• Thorough knowledge of biostatistics including the use of statistical software and statistical programming language.
• Skill in leadership, planning and organizational.
• Ability to communicate effectively orally and in writing with Division staff, representatives of local health departments, health care providers, study participants and the media.

Minimum Education and Experience

Doctoral degree in epidemiology or a closely related health field from an appropriately accredited institution and one year of related experience; or Master's degree in epidemiology or closely related health field from an appropriately accredited institution and three years of related experience; or Bachelor's degree in a closely related science or nursing degree from an appropriately accredited institution and five years epidemiology experience; or an equivalent combination of education and experience.
