This is administrative, managerial and technical work in directing a statewide regulatory field services program designed to control or eliminate the spread of communicable diseases in livestock and poultry. Employee may also be responsible for the overall medical management of the animal collection and the operation of the Veterinary Medical Center. Employee plans, coordinates, directs, and evaluates a statewide regulatory program that governs the inter- and intra-state movement of livestock and poultry. This program is supported by a variety of laws, rules, and regulations, including the Animal Welfare Act, and is a cooperative effort between the state and federal governments. Work requires recommending appropriate action for violators of section enforced laws and regulations preparing modifications to laws and regulations and presenting these changes to the State Veterinarian; and representing the division on local, state, and national organizations involving division programs. Work is performed under the general direction and may include other duties as assigned.

Knowledge, Skills, and Abilities
Considerable knowledge of diagnostic veterinary medicine.
Considerable knowledge of the related laboratory sciences such as virology, microbiology, serology, and toxicology as applied to the diagnosis of animal diseases, and of the equipment and practical procedures employed in these sciences.
Thorough knowledge of the principles and techniques of veterinary medicine, of the principles and practices of proper livestock and poultry management, and of state and federal laws, rules, and regulations pertaining to the livestock industry.
Skill in the clinical and post-mortem examination of specimens of livestock and poultry.
Ability to diagnose a variety of animal and poultry diseases and to prescribe medical treatment or management methods which will control or eradicate the condition.
Ability to instruct livestock and poultry producers in the proper methods of controlling and eradicating animal diseases.
Ability to establish and maintain effective working relationships with livestock and poultry producers, market operators, and the general public.
Ability to communicate effectively in oral and written norm.
Ability to direct and supervise staff in regulatory activities.
Minimum Education and Experience
Licensed or eligible for licensure to practice veterinary medicine in the State of North Carolina and three years of experience in the practice of veterinary medicine.
