Class Concept

Work in this class involves the administration and programmatic management of the NC Ferry Division of the NC Department of Transportation, reporting to a Deputy Secretary/Commissioner II. Position serves as the director and is responsible for planning, budgeting, and directing all activities relating to the NC ferry system of free and toll ferries along the North Carolina coast. Position administers programs such as: vessel and marine asset management; strategic development; operations; maintenance; engineering; construction; and safety and regulatory compliances. Public relations are an important factor of this position, involving communications with the general public, travel associations, local governmental officials. This role represents NC DOT in National Ferry Policy and advocacy venues, U.S. Coast Guard, U.S. Park Service, United States Maritime Administration, and other federal and state officials. Position is responsible for supervising subordinate senior management staff, providing strategic and organizational planning and leadership in carrying out Division goals and objectives.

Work involves overseeing planning, development, and execution of engineering and construction projects related to docking facilities, channels, vessels overhaul, and enforcement of all federal, state, and Department of Transportation laws, rules, and regulations.

Position is responsible for developing, preparing, monitoring, and forecasting the Division's budget. Budgetary responsibility includes allocation of state funds, federal and state grants, and other sources of funding.

Recruitment Requirements

Knowledge, Skills, and Abilities

  • Thorough knowledge of the North Carolina coastline, major roads, and the highway system
  • Thorough knowledge of professional engineering practices and procedures as it relates to asset and program management of the NC Department of Transportation Ferry Division
  • Thorough knowledge of budgeting principles and practices of federal, state, and grant funds
  • Thorough knowledge of the technical requirements for managing the operation and maintenance of a fleet of toll and free ferries and requirements for maintaining channels, harbors, docks, and other land-based support facilities.
  • Thorough knowledge of federal and state laws and regulations governing environmental protection, OSHA standards, ADA, U.S. Coast Guard, and hazardous material
  • Thorough knowledge of the Department of Transportation rules and regulations governing ferry operations, principles of vessel design, and maintenance and repair requirements of ferry vessels
  • Basic knowledge of dredge operations and dredging techniques.
  • Ability to manage supervisors, professionals, and paraprofessionals
  • Ability to establish and maintain effective working relationships with the public, civic, tourist and travel associations, federal, state, and local officials and with other Department of Transportation personnel

Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and six years of progressively responsible experience in program planning and administration, including two years of supervisory or managerial experience preferably with some U.S. Coast Guard or U.S. Navy experience; or an equivalent combination of education and experience.
