Class Concept

Positions in this class are responsible for assisting the Fleet Support Manager in the operational management support of all equipment and associated personnel and facilities. Positions represent the Fleet Support Manager in a direct liaison role with Highway Division Managers, equipment maintainers, public and private companies and representatives. Positions provide technical support as a NCDOT specialist on fleet preventative maintenance (PM) program and associated training. Work involves the responsibility for maintaining fleet standardization through control of equipment modifications that effect changes to the characteristics of the equipment. Positions monitor equipment shop loads and maintenance assets, advising whether to make or buy options to equipment, and determine required facilities, training and procurement needs. Positions identify requirements, systems specifications, and implement innovative changes to equipment maintenance procedures and/or methods, facilities or equipment. Positions serve as a troubleshooter providing technical and management expertise in solving production or major mechanical problems. Positions function as the NCDOT specialist on fleet shop and facility design/maintenance, equipping, manning and surplus disposal. Positions audit shops for safety and efficiency by functioning as the NCDOT specialist on Occupation Safety and Health Act (OSHA) equipment shop and environmental safety, shop productivity and associated training.

Knowledge, Skills, and Abilities

• Thorough knowledge of operation and maintenance of heavy equipment and its environmental impact.
• Working knowledge of productivity monitoring.
• Ability to design and implement innovative support systems for equipment, equipment maintenance facilities, and associated personnel.
• Ability to perform organizational design and staff training.

Minimum Education and Experience

Associates degree in mechanical engineering technology, automotive systems technology, diesel vehicle maintenance, heavy equipment and transport technology, transportation maintenance or related technical degree from an appropriately accredited and four (4) years of progressive experience in a large equipment fleet, automotive or heavy equipment repair shop; or an equivalent combination or education and experience.
