Class Concept

This is professional analytical work in organizing and conducting transportation planning studies, promoting transportation planning activities with local government officials, and evaluating existing transportation systems and identifying priority areas for future study. Employees are responsible for independently conducting multi-modal systems studies with statewide implications, formulating recommendations concerning future developmental activities, and preparing position papers concerning transportation issues explaining established goals and objectives of the State. Work requires the application of various quantitative and qualitative tools such as surveys, mathematical models, resource allocation techniques, and sampling theories in the analysis of data and information originating from a variety of sources located in different regions of the State. Work requires an assessment of the compatibility of this data and information through identification of potential discrepancies and sources of variation. Work requires a general understanding of the various transportation modes and their interrelationships, a thorough understanding of planning concepts and how they relate to the investigation of transportation issues, and a thorough understanding of established transportation goals and objectives of the State. Assignments may require interpretation and/or modification of guidelines with sensitive or unique problems being referred to supervisor.

Knowledge, Skills, and Abilities

• Working knowledge of the various transportation modes and their interrelationships
• Working knowledge of transportation programs and services
• Considerable knowledge of analytical planning techniques applied in the collection and analysis of data and information pertaining to transportation issues
• Considerable knowledge of professional publications and texts concerning methodology and techniques of transportation planning studies, State and federal directives, and departmental policies and procedures
• Ability to work with general instructions and recommendations concerning methodology on new/major assignments and assist in the organization of these activities
• Ability to interpret and/or modify guidelines
• Ability to communicate effectively in oral and written form
• Ability to establish and maintain effective working relationships with State, federal, and local officials, planners, and consultants

Minimum Education and Experience

Master's degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and one year of experience in transportation or community planning; or,

Bachelor's degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and three years of experience in the collection and analysis of economic and social data and information, one of which must have been related to transportation or community planning projects; or an equivalent combination of education and experience.
