Class Concept

This work involves the application of advanced economic theory and econometrics to the gathering, analysis, interpretation, and reporting of technically complex economic data. Employees are assigned complex economic projects and problems which require the application of doctoral level price theory and econometrics. Work assignments may include responsibility for all aspects of a project from definition and design to interpretation and reporting of findings. Work may be distinguished from lower levels by in-depth specialized and technically complex analysis as in regulatory agencies, or broad, diversified studies requiring specialized ability in many economic areas such as would be found in agencies involved in statewide planning. Employees are required to submit their data, analysis, and conclusions to high level critical review prior to being utilized in the formulation of agency policy, legislation, or legal decisions. Work is performed independently under the general direction of an administrative director and is evaluated through review of completed reports, techniques used, and the soundness of analysis and interpretation.

Employee conducts studies on determination of rate of return versus risk for the purpose of determining a utility company's ability to attract capital. Provides economic data, cost benefit analysis, trend computations, and other economic analyses in a wide variety of economic areas for the purpose of supporting statewide planning organizations. Applies high level econometric techniques in multiple regression, adjustment of data for removal of extraneous variables, tests of significance, and other forms of statistical analysis. Stands cross examination on economic testimony before state regulatory bodies. Performs related duties as required

Knowledge, Skills, and Abilities

• Thorough knowledge of the principles and techniques of economic research
• Thorough knowledge of sources of economic and statistical information and means of utilizing these sources
• Thorough knowledge of econometrics and price theory
• Working knowledge of the use of electronic data processing equipment
• Ability to orally present studies under critical review by experts
• Ability to determine data sources and conduct complex primary data gathering studies
• Ability to design and conduct a complex economic study from a problem statement and general

Minimum Education and Experience

Master's degree in economics and at least an additional twelve credit hours of coursework in economics at the doctoral level, including price theory and econometrics from an appropriately accredited institution and two years of experience in theoretical economics or statistical analysis work; or an equivalent combination of education and experience.
