Class Concept

Regulatory safety inspection work in the installation, operation, maintenance, fabrication and repair of boilers and pressure vessels. Regulatory authority is derived from North Carolina General Statute, Chapter 95, Article 7A, known as the Uniform Boiler and Pressure Vessel Act of North Carolina. Activities include but are not limited to in-service inspection of boilers and pressure vessels, and shop inspection during fabrication and repair as assigned. Discretionary decisions of prominence are made regarding whether boilers and pressure vessels in use can continue to be operated safely, and the enforcement approach to be taken in cases of non-compliance. Advises owners and operators of repairs necessary and performs follow up inspections to verify the satisfactory completion of repairs. Condemns unsafe boilers or pressure vessels and requires replacement. Investigates and determines cause for explosions and accidents involving boilers or pressure vessels.

Shop inspection activities entail conducting inspections of boilers and pressure vessels during construction at the manufacturer's facilities, field assembly at field locations, and repair/alteration activities at the shop or field locations. The Inspector conducts the inspections pursuant to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code and the National Board Inspection Code.

Work is performed statewide and evaluated under the supervision of the Boiler Inspector Supervisor, Boiler Safety Bureau.

Recruitment Requirements

Knowledge, Skills, and Abilities

• Considerable knowledge of the installation, operation, and maintenance of boilers and pressure vessels.
• Considerable knowledge of American Society of Mechanical Engineers' Code standards, National Board Inspection Code, and the rules and regulations of the Uniform Boiler and Pressure Vessel Act of North Carolina which pertain to the manufacture, installation, operation, and repair of boilers and pressure vessels.
• Ability to inspect and determine the operating condition of boilers and pressure vessels in use.
• Ability to determine types of boilers or vessel repairs required.
• Ability to read and understand plans and specifications relating to the construction of boilers and pressure vessels.
• Ability to perform arithmetic and basic algebraic calculations.
• Ability to effect and maintain good working relationships with plant officials, owners, and operators of boilers and pressure vessels subject to inspection.

Minimum Education and Experience

High school or a General Equivalent Development (GED) diploma and four years of experience in the construction, installation, operation, or maintenance of boilers and pressure vessels; or an equivalent combination of education and experience. Degrees must be from an appropriately accredited institution.

Necessary Special Requirements

Must obtain two certifications within the first 9 months of employment by passing the required examinations per NC General Statute, Chapter 95 Article 7A, 95-69.15, and NC Uniform Boiler and Pressure Vessel Administrative Rules 13 NCAC 13 .0202 & .0203.
