Class Concept

Technical supervisory work implementing all phases of the Boiler & Pressure Vessel Inspection Program, which administers North Carolina General Statute, Chapter 95, Article 7A, known as the Uniform Boiler and Pressure Vessel Act of North Carolina through supervising the activities of Boiler & Pressure Vessel Inspectors in a specified geographic area of the State. Employees directly supervise and audit the work of inspectors. They serve as technical advisors and administrative coordinators in the activities pertaining to inspection services, including employee development and training, hiring, performance assessment and disciplinary action. Employees provide and interpret information concerning application and enforcement of the Uniform Boiler and Pressure Vessel Act of North Carolina, American Society of Mechanical Engineers' Code standards and the National Board Inspection Code. Work is performed under the general administrative supervision of the Boiler & Pressure Vessel Assistant Director.

Knowledge, Skills, and Abilities

• Considerable knowledge of the installation, operation, maintenance and repair of boilers and pressure vessels.
• Considerable knowledge of American Society of Mechanical Engineers Code, National Board Inspection Code, and the rules and regulations of the Uniform Boiler and Pressure Vessel Act of North Carolina.
• Ability to interpret and apply code and compliance standards relating to the inspection, fabrication, installation and repair of boilers and pressure vessels.
• Ability to read and understand plans and specifications relating to the construction of boilers and pressure vessels.
• Ability to plan, supervise and coordinate the work of Boiler and Pressure Vessel Inspectors in day- to-day regulatory-safety inspection work.
• Ability to prepare clear and concise reports on findings, interpretations and recommendations resulting from assignments.
• Ability to communicate effectively in written and oral form.
• Ability to train and supervise other workers.

Minimum Education and Experience

High school diploma or GED and four years of experience in construction, installation, operation, or maintenance of boilers and pressure vessels, including two years of inspection and regulatory experience regarding the application of the American Society of Mechanical Engineers' and the National Board Inspection Code requirements as they apply to boilers and pressure vessels; or an equivalent combination of training and experience. Degrees must be received from appropriately accredited institutions.

Commissioned Inspectors

At the time of hire these employees must possess a valid National Board In-Service Inspector Commission, and a valid North Carolina Inspector Commission, to be authorized to conduct in-service inspections per North Carolina General Statute, Chapter 95 Article 7A, 95-69.15, and North Carolina Uniform Boiler and Pressure Vessel Administrative Rules 13 NCAC 13 .0202 & .0203

Must possess and maintain a valid North Carolina driver's license.
