Class Concept

This is supervisory, coordinative, and special assignment work in a regulatory-safety inspection program pertaining to the design, construction, installation, operation, and repair requirements of boilers and pressure vessels. Boiler Inspection Assistant Director serves as line assistant to the division director in planning, supervising, and coordinating the work of a field staff of boiler and pressure vessel inspectors for a significant portion of total work time. Employee plans and coordinates the training of existing and new employees. Other tasks center on special assignments. Such assignments include site investigations and recommendations in controversial cases of standards applications, and the review and disposition of design specifications for proposed boiler equipment or pressure vessels which may result in a code interpretation. Work is performed under the general supervision of the Boiler Inspection Director and is evaluated through reports and conferences.

Employee makes site visits to assist inspectors in code interpretations regarding fabricated boilers and pressure vessel equipment of novel type or unique application; recommends precedential code policy. Reviews for accuracy and thoroughness reports filed by insurance inspectors doing boiler or pressure vessel inspection work; investigates evidence or complaints of unacceptable procedure or code interpretation. Discusses disputed claims with owners, operators, and insurance inspectors; determines whether standards have been properly interpreted and applied and recommends disposition to superiors. Evaluates design specifications and directs inspections for boiler and pressure vessel equipment which may present a special problem of compliance or code interpretation; advises manufacturer of changes which will be required for certification in this state.

Knowledge, Skills, and Abilities

• Detailed knowledge of the Uniform Boiler and Pressure Vessel Act of North Carolina, American Society of Mechanical Engineers' Code standards and the National Board Inspection Code which pertain to the manufacture, installation, operation, and repair of boilers and pressure vessels.
• Ability to plan, supervise, and coordinate the work of boiler and pressure vessel inspectors in day- to-day regulatory-safety inspection work.
• Ability to interpret and apply code and compliance standards relating to boilers and pressure vessels.
• Ability to prepare clear and concise reports on findings, interpretations, and recommendations resulting from assignments.
• Ability to effect and maintain good working relationships with plant owners manufacturing boiler and pressure vessels, insurance company inspectors and representatives, and owner/operators of boilers and pressure vessels.

Minimum Education and Experience

High school diploma or GED; and five years of experience in construction, installation, operation, or maintenance of boilers and pressure vessels, which includes two years of inspection and regulatory experience regarding the application of the American Society of Mechanical Engineers' Code and the National Board Inspection Code requirements as they apply to boilers and pressure vessels; or an equivalent combination of training and experience. Degrees must be received from appropriately accredited institutions.

Commissioned Inspectors

At the time of hire these employees must possess a valid National Board In-Service Inspector Commission, and a valid North Carolina Inspector Commission, to be authorized to conduct in-service inspections per North Carolina General Statute, Chapter 95 Article 7A, 95-69.15, and North Carolina Uniform Boiler and Pressure Vessel Administrative Rules 13 NCAC 13 .0202 & .0203 Must possess and maintain a valid North Carolina driver's license.
