Class Concept

Work in this class involves the technical and administrative direction of a regulatory-safety inspection program for boiler and pressure vessels to ensure compliance with design, construction, installation, operation, and repair requirements.

Boiler Inspection Director plans, directs, and coordinates the work of a field staff of boiler and pressure vessel inspectors in the inspection of existing facilities for condition of equipment and safety of operation and in the inspection of manufacturing shops making boilers and pressure vessels to see that construction standards are followed. Considerable control is exercised by the employee in this class over commissioned boiler inspectors employed by insurance companies through establishing individual eligibility as a qualified inspector and reviewing their work to ensure that State requirements governing the condition of boilers have been complied with. Work is guided by the Uniform Boiler and Pressure Vessel Act of North Carolina, the National Board Inspection Code, and the American Society of Mechanical Engineers. Unprecedented problems involving interpretation of the codes are referred to the employee in this class.

Work is performed under the general supervision of the Deputy Commissioner, Department of Labor, and is evaluated through the effectiveness of the program in securing compliance with legal requirements and in preventing accidents resulting from unsafe boilers and pressure vessels.

Knowledge, Skills, and Abilities

• Detailed knowledge of the Uniform Boiler and Pressure Vessel Act of North Carolina, the American Society of Mechanical Engineers' and National Board Inspection Codes which pertain to the manufacture, installation, operation, and repair of boilers and pressure vessels.
• Considerable knowledge is required of pressure dynamics, steam power fundamentals, basics of electricity, pressure vessel design fundamentals, OSHA safety, welding, basic metallurgy, nondestructive examination (NDE), personnel management, and office management.
• Ability to plan, direct and coordinate statewide enforcement programs; ability to interpret legislation and regulations to advise Commissioner, senior management, staff, and the public on the application of enforced laws.
• Considerable knowledge of State Personnel rules and regulations, and knowledge of budgeting and financial management.
• Ability to effect and maintain good working relationships with plant owners manufacturing boiler and pressure vessels, insurance company inspectors and representatives, and owner/operators of boilers and pressure vessels.

Minimum Education and Experience

High school diploma or GED; and seven years of experience in construction, installation, operation, or maintenance of boilers and pressure vessels, which includes four years of inspection and regulatory experience regarding the application of the American Society of Mechanical Engineers' and the National Board Inspection Code requirements as they apply to boilers and pressure vessels; or an equivalent combination of training and experience. Degrees must be received from appropriately accredited institutions.

Commissioned Inspectors

At the time of hire these employees must possess a valid National Board In-Service Inspector Commission, and a valid North Carolina Inspector Commission, to be authorized to conduct in-service inspections per North Carolina General Statute, Chapter 95 Article 7A, 95-69.15, and North Carolina Uniform Boiler and Pressure Vessel Administrative Rules 13 NCAC 13 .0202 & .0203

Must possess and maintain a valid North Carolina driver's license.
