Class Concept

Positions in this classification provide administrative and technical supervision in the safety regulation of the natural gas pipeline industry. The manager directs a statewide program enforcing State and Federal regulations concerning the safe engineering, construction, extension, operation, and maintenance of gas pipeline systems and facilities. The employee manages a federal grant, which includes applying for the grant, accounting for spending, and presenting the section's work to a federal evaluator annually. In addition to managing the section, the employee conducts inspections and performs investigative work.

Knowledge, Skills, and Abilities

• Considerable knowledge is required of the principles and practices of civil, corrosion, and mechanical engineering as applied to the construction, operation and maintenance of natural gas pipeline systems and facilities.
• Considerable knowledge of gas pressure-volume-temperature relationships.
• Considerable knowledge of the operation and maintenance requirements of natural gas pipeline systems.
• Considerable knowledge of the materials, equipment, and parts used in natural gas pipeline construction.
• Considerable knowledge of the techniques used in gas pipeline construction.
• Considerable knowledge of the general layout of a gas pipeline system.
• Ability to gather and analyze technical information and to prepare technical reports.
• Ability to explain and defend technical decisions to laymen and other technical personnel.
• Ability to train and supervise subordinate Gas Pipeline Safety Officers and to plan and direct a technical enforcement oriented program to include the administration of a federal grant.

Minimum Education and Experience

Bachelor's degree in engineering, construction management, or related engineering field from an appropriately accredited institution and four (4) years of experience in engineering, construction management or related field including experience with the operation or maintenance of gas pipeline systems; or Associate's degree in construction management, industrial maintenance technology or mechanical engineering technology, civil engineering technology, or related engineering technology field from an appropriately accredited institution and six (6) years of progressive experience in the operation or maintenance of gas pipeline systems; or High school or General Educational Development (GED) diploma and eight (8) years of progressive experience in the operation or maintenance of gas pipeline systems; or an equivalent combination of education and experience.
