Class Concept
Work in this class involves directing the activities of the Division of Public Health in the Department of Health and Human Services. Responsibilities include the development, coordination, and direction of the programs and activities of the Division of Public Health. Position is responsible for and is held accountable for furnishing guidance, consultation, and assistance in the formulation and implementation of health services delivered locally through local health departments covering all 100 counties and numerous other community agencies and organizations. As a representative of public health in North Carolina, this position establishes and maintains liaison with federal, state, and local agencies, health profession schools and universities, and various voluntary and professional organizations. Positions maintains contact and awareness of other states' and territories' public health programs to ensure that North Carolina will continue to be abreast in the field of public health. Position plays a vital function in recommending legislative action, on budgeting, lawmaking, and appointment of study commissions to assure a modern health program for state citizens. Work is performed independently under the general direction of the Secretary, Department of Health, and Human Services, and is evaluated based on program success and public reaction to programs.
Recruitment Requirements
Knowledge, Skills, and Abilities
Thorough knowledge of all aspects of public health and health needs in North Carolina
Thorough knowledge of local, state, and federal laws, rules, and regulations relative to all aspects of public health
Ability to plan, coordinate, and direct a large number of employees and programs concerned with North Carolina Public Health Programs
Ability to develop and maintain satisfactory relationships with the public and local, state, and federal officials
Minimum Education and Experience
Licensed to practice medicine in the State of North Carolina and eight years of professional medical experience including six years of progressive experience in public health administration.
