Class Concept

This is executive work managing the operations of an environmental division with the Department of Environmental Quality or a grouping of organizations within the department established by the Secretary as having division status. Employees perform technical and administrative work directing managerial, professional, and support staff in the planning, coordination and oversight of activities for a statewide environmental program(s). The work involves; providing leadership and broad direction governing short and long term planning; setting division goals; establishing and implementing program goals and objectives to meet legislated, agency or division requirements; overseeing work activities of subordinate subunits within the division; and coordinating with other Division Directors or executive agency staff to resolve Internal resource allocation and program integration issues. The work is performed under the general direction of either the Secretary, DEQ Chief Deputy or Assistant Secretary for the Environment and may include representing DEQ before other government and legislative officials.

Knowledge, Skills, and Abilities

  • Thorough knowledge of management principles, techniques, and practices pertaining to administration of a statewide air, coastal management, land resource, water, air, waste management, energy or related environmental or natural resource management programs.
  • Thorough knowledge of departmental philosophies and policies concerning the administration of an environmental a statewide air, coastal management, energy land resource, water, air, waste management, or related environmental or natural resource management programs.
  • Thorough knowledge of federal and state environmental laws and regulations pertaining to division activities.
  • Ability to: exercise sound judgment in analyzing situations and making decisions; direct employees and programs in the various areas of responsibility; and, develop and maintain effective working relationships with the general- public, and with federal, State, and local officials.
  • Ability to assess fiscal, personnel and other program needs; implement and support appropriate actions.

Minimum Education and Experience

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and eight years of progressive experience in environmental work including three years in a supervisory capacity; or an equivalent combination of education and experience.
