Class Concept

Work in this class involves providing a full range of professional clinical counseling services and applying theory in treatment to individuals, couples, families, and groups. Work involves diagnosis and treatment of mental and emotional disorders from the professional application of psychotherapeutic and evidencebased theories and techniques in the delivery of clinical services. Work in this class involves providing intensive developmental and therapeutic assessment and treatment in serious or complicated cases which require a range of evaluation and therapeutic intervention skills. Work involves care coordination, treatment and transition planning for people with complex behavioral health needs. Employees perform these duties in mental health, social services, outpatient, inpatient, community, behavioral health, or correctional settings.

Services provided by Licensed Mental Health Professionals include but are not limited to clinical counseling, program briefings, community outreach, training, crisis intervention and participation with traumatic event response teams. Employees provide guidance or instruction to paraprofessional staff, volunteers, or care providers. Employees utilize a variety of agency guidelines, federal or state standards, and treatment based upon research and evidence. Employees work under the general supervision of a program manager or supervisor.

Knowledge, Skills, and Abilities

  • Working knowledge of psychological, emotional and interpersonal dynamics that contribute to distress and mental health diagnosis.
  • Working knowledge of social, cultural, economic issues affecting clients.
  • Considerable knowledge of Serious and Persistent Mental Illness/ Serious Mental Illness (SPMI/SMI) and the complex challenges created by co-occurring disorders (i.e., developmental disabilities, substance use, major neurocognitive disorders, and chronic health conditions).
  • Considerable knowledge of population being served, available resources, governmental and private organizations, resources in the community, and the laws, regulations, and policies which govern the program.
  • Thorough knowledge of professional clinical counseling methodology, casework, group work and community support.
  • Skill in establishing rapport with clients.
  • Ability to evaluate, screen and diagnose clients for appropriate treatment; formulate clear goaloriented treatment plans, and document progress of client treatment.
  • Ability to establish and maintain effective working relationships with administrative supervisors, clients and their families, care providers, and various community organizations.
  • Ability to communicate effectively orally and in writing.

Minimum Education and Experience

Master's degree in psychology, clinical social work, marriage and family therapy, clinical counseling or human services related field from an appropriately accredited educational institution.

Necessary Special Requirements

Must hold an independent license to practice as a mental health clinical practitioner in North Carolina or have met the requirements to be licensed in North Carolina at the associate or provisional level as a mental health clinical practitioner.

Note: Clinical practitioners include health services provider-psychologists, licensed psychological associates, licensed clinical social workers, licensed marriage and family therapists, licensed clinical addiction specialist, licensed professional counselors and licensed clinical mental health counselors.
