Health Insurance Charges
The Affordable Care Act (ACA) defines a full-time employee as one who works 30 or more hours per week. Employees who are designated as full-time under the ACA are eligible for employer-provided health insurance coverage. In North Carolina, this coverage is provided by the High-Deductible Health Plan (HDHP) administered by the State Health Plan.
When an eligible temporary employee enrolls in the HDHP, both they and their employing Agency pay a premium. Temporary employees pay their premiums through the State Health Plan’s direct billing administrator, iTEDIUM. Temporary Solutions is charged the employer portion initially. We then bill the employing Agency for this expense. The Temporary Solutions administrative charge is not applied to these charges.
Frequency of Health Insurance Invoices
Typically, Temporary Solutions bills Agencies monthly for employer premiums. Because health insurance premiums are charged and paid a month in advance, factors like the retroactive separation of a temporary who was enrolled in the Plan or an enrollment after the middle of the month can cause slight delays in our generation of a health insurance premium invoice because research and manual invoice adjustments are usually necessary.
