Rehired Retired Law Enforcement Officers (LEOs)
Many law enforcement officers (LEOs) who retired from state government service receive the LEO Separation Allowance and some return to work as a temporary employee with a state government agency. In order to be paid the Separation Allowance, the eligible retired LEO must remain assigned in the Integrated HR-Payroll System (IHRPS) to the state agency from which they retired.
As a result, Temporary Solutions is not able to create or maintain the employee’s profile IHRPS, enter their time into IHRPS, assign them to a Temporary Solutions organizational unit, or pay them through regular bi-weekly payroll. However, retired LEOs receiving the Separation Allowance can still be employed through Temporary Solutions using a different time and pay procedure than the one used for all other temporaries.
Paying Re-Hired Retired LEOs Receiving the Separation Allowance
- Retired LEOs receiving the Separation Allowance are identified by our IHRPS Team during the Temporary Solutions onboarding process.
Our Finance Section contacts the retired LEO and the work unit employing the individual as a temporary. Our Finance Section provides the employee with a Retired LEO Paper Timesheet and instructions on how to complete it. This special timesheet notes “LEO” at the top for visibility and captures time for the normal bi-weekly period.
NOTE: Re-hired retired LEOs are paid monthly rather than bi-weekly. This is required because their pay settings in IHRPS are set to monthly due to receiving the Separation Allowance on a monthly basis.
- The retired LEO submits the completed, signed bi-weekly timesheet to ts.timesheets@nc.gov according to the timeline provided in the timesheet instructions.
- Temporary Solutions works with the Office of State Controller to enter a lump sum payment in the employee’s monthly pay for time worked as a temporary.
- Temporary Solutions issues an invoice to the work unit employing the retired LEO as a temporary. There is a $2.00 administrative charge per hour worked.
