Leading At All Levels (LAAL) is a development program offered to North Carolina State Government employees.  LAAL provides managers, supervisors and individual contributors (direct reports) methods and tools to approach the duties of their roles.

The LAAL Individual Contributor program track consists of 6 courses: Ethical Decision Making; Customer Service in the Public Sector; Communicating with your Team; Outside of the Box Thinking; Dealing with Change; and Exploring Supervision: Is This Role Right for You?

The LAAL Supervisory program track consists of 4 courses: Supervisory Foundations; Coaching for Supervisors; Leading Teams; and Managing Work.

The LAAL Management program track consists of 1 course: High Performance Coaching.  High Performance Coaching is a prerequisite for the NC Certified Public Manager© Program.

Target Audience

Individual Contributor program track: All state of N.C. employees are encouraged to attend.

Supervisory program track: All state of N.C. employees, though predominantly supervisors and managers.  Individual contributors who aspire to become supervisors/managers may also attend.  It is recommended that they take the course: Exploring Supervision: Is This Role Right for You prior to attending Supervisory courses.

Management program track: Program applicants should have prior training and experience with fundamental leadership skills and fall into one or more of the following categories:

  • Supervise other supervisors.
  • Supervise professionals who have significant autonomy and accountability (such as attorneys, engineers, scientists, etc.)
  • Manage programs that require the ability to influence others (internal and external stakeholders, executive levels of government) but over which they have no direct authority.

Enrollment/Application

You must have access to the NC Learning Center to enroll in LAAL courses.

You would need access to the NC Learning Center. If you work in the University system, a County or City of North Carolina you must obtain an Extended Enterprise Account to gain access.

Answer: You would need to log into the NC Learning Center, go into your transcript, and find the class in the active folder of your transcript. Once you have located the class check the status:

  • If it says “approved” you are on the roster and should attend the class.  
  • If it says “pending approval” you must get your supervisor to approve the request to take the class at least 3 days prior to the date of class.  
  • If it says “waitlisted”, then you are on the waitlist. If someone drops out of the class, you will receive an email from the LMS letting you know a space has become available. You will need to log into the NC Learning Center and claim that space. It is first come first serve.

It depends on the program track.

  • Individual Contributor program track: You can search the NC Learning Center for the title of the course or the word “virtual” to get a list of the courses. Not all classes are virtual.
  • Supervisory program track: You must search the NC Learning Center using the word “virtual” as you are required to take the pre-work modules before you can sign up for the virtual, instructor-led portion of the class.
  • Management program track: There are no virtual classes for this program track.

Since the roster doesn’t close (become finalized) until 3 days prior to the class, you will receive the link once the roster has been finalized. 

LAAL Courses are a benefit provided to North Carolina state employees at no cost to the participant, nor the participant’s agency.
