Advanced Skills for Managers (ASM)
Description
Advanced Skills for Managers (ASM) is a leadership development program offered to managers employed by North Carolina State government, NC local government, UNC system and the North Carolina Community College System. ASM equips managers and supervisors with strategies and tools to effectively carry out the leadership aspects of their role.
This program consists of three (3), two-day classroom sessions and e-learning modules as pre-work and homework. ASM Sessions are typically scheduled two weeks apart. Each session requires completion of pre and post classwork, including assessments, goal setting, web research, review quizzes, e-learning modules, and a final exam.
The ASM program is a prerequisite for the NC Certified Public Manager© Program.
Target Audience
Program applicants should have prior training and experience with fundamental leadership skills and fall into one or more of the following categories:
- Supervise other supervisors
- Supervise professionals who have significant autonomy and accountability (such as attorneys, engineers, scientists, etc.)
- Manage programs that require the ability to influence others (internal and external stakeholders, executive levels of government) but over which they have no direct authority.

Frequently Asked Questions
Interested applicants will first apply to the program by completing the ASM application during the application cycle by accessing the NC Learning Center and the ASM program page under the Leadership Training tab in the menu. To apply, the applicant will enter information about their current management role and contact information for their supervisor and budget officer. The listed supervisor and budget officer will receive an automated email form to approve the applicant’s participation and funding. Once the application is approved by both the supervisor and budget officer, the applicant will then receive a link to enroll in a specific Cohort based on availability at that time.
The application is open twice a year to apply for a seat in a cohort with the Advanced Skills for Managers Program. Generally, the application opens in the March-April timeframe to fill seats for the Summer and Fall cohorts of the same year and again in November-December timeframe to fill seats for Winter and Spring cohorts of the next year.
The ASM application is only open twice per year for a specific timeframe and applications are processed based on the receipt of both approvals from the applicant’s supervisor and budget officer. Once the application is approved, the applicant will receive the link to enroll in a cohort based on availability. Once all cohorts are full for the application cycle, the ASM application is closed.
OSHR automatically sends an invoice to the recipient designated by the applicant's billing officer via email prior to the Cohort start date.
