About Temporary Employment in North Carolina State Government

Temporary employees provide important services to our state, often at critical times. Temporaries may be hired to work on a special project, to fill in when a permanent position is vacant or a permanent employee is on extended leave, or to provide operational support when help is needed most.

There are usually more than 6,000 temporary workers employed at any time in North Carolina state government, either directly by state agencies or through Temporary Solutions.

Temporary Solutions is a program of the NC Office of State Human Resources. We provide temporary worker recruitment, onboarding and payroll services to North Carolina state government agencies exclusively. We also monitor and report on state agency compliance with temporary employment laws and policies.

NCGS § 126-6.3(a) requires Cabinet agencies – those Departments that are led by Secretaries appointed by the Governor – to employ their temporaries through Temporary Solutions, unless the position is IT-related or the Cabinet agency has an exception to hire temporaries without using Temporary Solutions. Council of State agencies – those Departments that are led by elected officials – are not required to use Temporary Solutions but may do so at their discretion. Generally, temporaries who are employed by a state agency without the use of Temporary Solutions are called “direct hires.”

We encourage all temporary job seekers to submit an interest card, complete a state application, send us a copy of their resume, or consult with a Temporary Solutions recruiter. We will store your information in our job seeker database and share it with state agency employers when temporary employment opportunities arise that match your skill set. Each available temporary position will have two sets of requirements: 1) Education and/or Experience and 2) Knowledge, Skills, and Abilities (KSAs).

Education and/or Experience requirements are set in the state classification system and cannot be changed by an employing work unit or supervisor. These requirements are found at the bottom of each classification specification document and typically read something like, “High school or General Educational Development (GED) diploma; or an equivalent combination of education and experience.” Education and/or Experience requirements tell you how much education and/or experience you need to qualify for the job.

KSAs are usually set by the employing work unit or supervisor and are found on the job posting. KSAs tell you what kinds of knowledge, skills, abilities and work experience are needed for the role.

Application screeners use your North Carolina State Government Application for Employment (PD-107) to determine whether your KSAs add up to the required Education and/or Experience requirements for the position. For example, if the position requires four years of related experience, your PD-107 work history must show that you possess and performed all of the position’s KSAs for at least four years. Application screeners cannot assume that you possess or performed any KSAs, so you must clearly address each KSA on your application.

You must submit a state application (PD-107) to be considered for a temporary position, even if you have submitted an interest card or resume. You can submit your state application on paper or electronically using our Fillable PD-107, via the Job Opportunities page, or email.

A member of our Recruitment team will review your application to determine whether you have the required qualifications (Education and/or Experience and Knowledge, Skills, and Abilities (KSAs)) for the position. If you qualify, your application will be sent to the agency employer for consideration. The agency employer will follow its own recruitment and selection process, which may include an interview and background check. If you do not qualify for the position, you may be considered for other temporary positions.

Once you are on the State Career Page. You will click “Menu” on the left hand side of the screen. You will select “Job Alerts”. You will then place a check in the box next to each job category for which you would like to receive email notifications, click the 'Subscribe' button, fill out the information, and then click the 'Submit' button. For next 12 months after you submit this form, you will receive an email notification each time a position opens with North Carolina State Government whose category matches one of the categories you've chosen.

You can update your application if the position is still open. After the position closes, you can reach out to TSRecruit with an updated application.

No. Your skills, education, and experience are the determining factors for the rate you will be paid. Our Placement Counselors will perform a Salary Administration review to determine what your hiring rate will be.

No, resumes are not required as part of the State of North Carolina hiring process.

We are unable to accommodate dual employment. We welcome anyone who wishes to work with Temporary Solutions. However, if you are a permanent State Employee you will need to decide whether you will work the temporary position or remain in your permanent position. You are welcome to apply for any job available through Temporary Solutions.

Yes. You can create an account without applying for a specific position by clicking on “Sign In” at the top of the Careers page. There, you can fill out and save state applications and sign up for job alerts to receive email notifications when positions are posted in the job categories you select. You can also email a State Employment Application (PD-107) or resume to our recruitment section at TSRecruit@nc.gov.

Unfortunately, you are unable to apply for positions once they close. You are however able to submit a State Application for Employment (PD-107) to be considered for the position. The PD-107 can be emailed to TSrecruit@nc.gov. Our Recruitment Section screens positions within a day of the position closing. So, if you find you have missed the deadline you will need to submit the application as soon as possible to be screened for a specific position.
