NCFlex Open Enrollment

Enroll or make changes October 10th - 28th for the 2023 plan year.

Do you have to enroll?

  • Reviewing available options helps you make the best benefits choices for you and your family for the upcoming year. However, if you do not make changes by Oct. 28, your current elections will roll over (at 2023 rates)—except for Flexible Spending Accounts (FSAs).
  • You must re-enroll in the Health Care and/or Dependent Day Care Flexible Spending Accounts (FSAs) each year to make contributions in the upcoming plan year. If you do not re-enroll, your current contributions end on Dec. 31, 2022.

Important News for 2023: 

Open Enrollment is your once-a-year opportunity to enroll in or make changes to your NCFlex benefits.  Outside of Open Enrollment, changes are only allowed when you experience a qualifying life event.  This page highlights changes for 2023 to prepare you for Open Enrollment in October.  NCFlex offers several benefits to eligible employees, all of which can be found in the Enrollment Guides linked below.  Note there are separate guides for university and non-university employees.    

Health Care FSA

  • If you are participating in the Health Care FSA for 2022 and you have a minimum balance of $25, up to $550 of the unused account balance from 2022 will roll over to pay eligible expenses in 2023. You can use these funds even if you do not re-enroll in the Health Care FSA for 2023. 
  • The new annual contribution limit for the Health Care FSA for 2023 is $2,850 and the new rollover amount going into 2024 will be $570. 
  • To view your FSA account, go to ncflex.padmin.com.

NEW High Option Accident Plan

  • The NCFlex Accident plan now has two options to choose from.  The original Low Option plan remains available (no rate increases) and now includes a Wellness Benefit and Travel Assistance services.  
  • You now also have the choice to upgrade to the High Option Accident plan, which includes higher payments for injuries and care, the new Wellness Benefit and Travel  Assistance services, as well as a Sickness Hospital Confinement Benefit.  

NEW Critical Illness Plan Option and Enhancements

  • The NCFlex Critical Illness plan, with new lower rates on most age bands, now features a $40,000 option to accompany the $15,000 and $25000 options.  
  • The list of covered critical illnesses has grown significantly and now includes Advanced Dementia including Alzheimer's, Type 1 Diabetes, Parkinson's Disease, and more.  
  • For most covered illnesses, payment for reoccurrences is unlimited, if there is a 6-month window in between.  
  • The plan now includes a Wellness Benefit, COVID-19 Diagnosis Benefit, and COVID-19 Hospital Confinement Benefit
  • No medical questions are required to enroll in this plan.  However, the diagnosis must occur on or after the coverage effective date to be eligible.   

Cancer Plan NEW Lower Rates

  • The NCFlex Cancer plan will have lower rates in 2023.
  • This plan includes a Cancer Screening Benefit, payable once per year / per covered person for completing a covered health screening. 
  • If you choose to enroll in this plan during Open Enrollment, or upgrade to a higher option, no medical questions will be required for 2023.  However, a waiting period may apply for pre-existing conditions.  

Non-University Employees ONLY: Voluntary Disability Plan

  • During this year's Open Enrollment, medical questions will not be required to enroll in the NCFlex Voluntary Disability plan for 2023, unless you have been previously denied by the plan.  
  • Learn about the cost of the plan, how pre-existing conditions work, the benefits, and more, by viewing the disability section of the Enrollment Guide below.  
  • University employees: your employer offers a disability plan separate from NCFlex.  Please check with your HR department to find out more about the benefits available to you.  

University Employees ONLY: Group Term Life and AD&D

  • Effective January 1, 2023, the University will be consolidating its Group Term Life and Accidental Death & Dismemberment (AD&D) plans.  Any NCFlex life insurance and AD&D (Core and/or Voluntary) you currently have will be mapped to the UNC plan offered through Securian.  
  • Visit https://myapps.northcarolina.edu/hr/benefits-leave/ and click on the Open Enrollment website under the Benefits at a Glance box for more information about the UNC life insurance and AD&D plans.  
  • Agencies, participating charter schools, and participating community colleges: there are no changes for 2023 on the NCFlex Group Term Life or AD&D plans.  See the Enrollment Guide below for details on these plans.

Enroll in NCFlex benefits in one of two ways:

  • Online

    • Non-University Employees

      Go to ncflex.org and click the Enroll Now button.  Click the button for your enrollment system.  If your employer is not listed, select the "eBenefits" button or contact your HR representative for assistance.  Once logged in, the enrollment system will walk you through the steps to enroll.

    • University Employees

      Go to ncflex.org and click on the Enroll Now button.  Then choose "Employees of the University of North Carolina and Constituent Institutions".  As a University employee, there are two enrollment platforms you will use when enrolling for NCFlex benefits.  The one you use depends on which benefit you are enrolling in.  For Dental, Vision, Accident, FSAs, and TRICARE Supplement, you will use the eBenefits (Benefitfocus) platform.  For NCFlex  Cancer and Critical Illness, as well as UNC Voluntary Life and AD&D, you will use the UNC (Empyrean) platform.  

  • Call 1-855-859-0966

    • During annual enrollment, call the eligibility and enrollment call center at 1-855-859-0966, Monday - Friday, 8 a.m. - 10 p.m., and Saturday, 8 a.m. - 5 p.m. (ET). 

    • University employees please note this call center will only be used for benefits in the eBenefits (Benefitfocus) platform.   

Online Benefits Meeting

Online benefits meetings will be held during enrollment on the following dates and times below.  You can register below or on our 2023 NCFlex Open Enrollment Employee Sessions page to receive reminders for these meetings. Or simply click the link to join at the time of the event.
