Workplace Requirement Programs
The Office of State Human Resources (OSHR) is committed to conducting its business in a manner that values the environment and helps to ensure the health and safety of its employees. Maintaining a safe and healthful environment is not just an idea – it’s a priority! It is the State of NC’s priority to comply with all applicable health and safety laws and regulations and to apply responsible standards where laws or regulations do not exist.
Under N.C. General Statute, Article 63 of Chapter 143, Workplace Requirements for Safety, Health and Workers’ Compensation, each North Carolina State agency and university is to establish a written program for state employee workplace safety and health. There are specific program requirements including workplace safety inspections, goals, training, committee activity, and so forth. The Office of State Human Resources, through a partnership with other state agencies and universities has developed and is providing safety model programs that can be found at the end of this document.
These safety model programs are provided to assist you as an employer in developing programs that should be tailored to your own operation. We encourage you to copy, expand, modify and customize these sample programs as necessary to accomplish that goal.
This Safety Manual is designed to give state employees a firm understanding of the state’s concern for protecting its employees from job related injuries or illnesses. This Safety Manual contains Safety and Health Regulations for general industry (29 CFR 1910) and construction (29 CFR 1926) under the North Carolina Occupational Safety and Health Act (NCOSHA) and other regulatory groups. It is not intended as a complete manual on safety and health, but should be used as a guide to help prevent common hazards that might develop in the workplace. For specific standards applicable to your agency or university, contact your safety and health leader or your supervisor.
